The southern Netherlands were a part of Spanish Empire.
That may be, but the town where I'm from wasn't part of either, till 1817. Interestingly enough, it was incorporated in the county of Jülich, and till 1817 it was part of the Holy Roman Empire and after its dissolution it was part of the Kingdom of Westphalia.
Hence the dialect they speak in Tegelen, and just across the border in Viersen, is almost identical. But funny thing is, back then, Westphalia was actually a Dutch speaking area. In Moers (near Duisburg, almost an hour from the border) one can still find old statues and grave stones with Dutch inscriptions.
