Schulz warning to ministers: "Don't rush to say the Constitution is dead"
As Dutch voters decide on the European Constitution, a leading European politician today, 1 June 2005, warned governments against bringing the ratification process to an early conclusion.
Martin Schulz, leader of the 201-strong Socialist Group, said: "We always knew that there was a risk of the Constitution being rejected by some countries. That is why there is a procedure built into the text for dealing with such a scenario.
"Whatever the outcome of the Dutch poll, I urge governments not to rush into pronouncing the Constitution dead. It might suit domestic political needs in one or more countries to avoid having a vote. But government leaders who are tempted to go down that path will be tearing up the document that they all signed in Rome.
"The Constitution makes clear that there will be a meeting of government leaders in the autumn of 2006 if the treaty has been approved by some 20 of our 25 countries. That is the time for taking a calm decision on what steps should follow.
"Nine countries, representing 49 per cent of the population of the EU, have already endorsed the Constitution. Many more will follow. We cannot allow the wish of the majority of our people to be thrown casually to one side. We cannot allow one or two countries to stifle the ambitions that the majority hold for Europe. Those ambitions and objectives - more democracy, efficiency and transparency and, above all, jobs and growth - remain as valid as ever.
"It is not only those who support the Constitution who must now do some thinking. Countries that rejected it will have to reflect on their relationship with Europe, too.
"These reflections will take time and no-one should rush to conclusions before the whole of the ratification procedure is complete."
