Do Holland people speak English?

I would like to communicate with somebodies in Holland for some reasons.
that nice lovely girl is also in this website.
But sounds like they speak only Dutch,
i'm not sure if they also speak English like a second language?

I would like to say
' i dont have any bad intention,
i would like to get to know you.
Long like one year already I know you from my side
but to protect your feeling I kept quiet and did not show up.
Now I just would like to say hi and i hope you not mind to be friends.'

anybody who can speak both languages please help.

She is one from my family, but I am from Thailand and they are from Holland.

I preffer to be in Rotterdam more then in Hardenberg

And about the dutch people and the English Lanquage, they can write it, and read it but when they try to speak it only a few can really be told they speak fluent English

They are able to understand but not to make a real convo with you.
Since i was a little kid, is speak,read and write Englisch, just writing is a big issue. ( dyslectia?)

In the big city's you could say that they're fluent.
But in smaller places, sometimes it can be a mission impossible..
But most Dutch people speak ok english, they can save themselves in tricky situations..

i live in a village full of farmers,

if you try to speak with them in english, they think you're a retard that doesn't know how to talk
a guy that lives a few blocks away from here doesn't even know what a tv is O_o

In bigger city's you will always find " VVV " office's in almost any "VVV" office they can speak english
and they can help you with your needs.
