In my experience English girls are by far the easiest. Although not the prettiest. So when you choose quantity before quality England is the place to be.
Dutch, German and French girls are a lot harder to convince to share body fluences. A good chat is requered. But they're mostly better looking but not really passionate/horny. So what's better? An easy dirty fuck or a hard to get non passionate fuck?
